LCA is a non-profit municipal authority. Our activities and services are funded solely through revenues from our water and wastewater customers, and our rate-making practices are governed by the Pennsylvania Municipality Authorities Act. This means that rates are developed to reflect the true cost of service to the customer. All costs, including operating costs, overhead, employee costs and financing costs (including debt service coverage), are included in our water and sewer rate structure.
To the fullest extent possible, LCA employs a “common rate” system to share costs among all customers. However, some service areas bear a higher cost due to contractual arrangements with the municipality or specific system costs that we cannot share across all systems.
The fees and charges listed below apply to all water and sewer customers.
$25 for payments returned from the bank for insufficient funds.
New Customer Fee:
$15 to be billed on a new customer’s first water / sewer bill, to cover the administrative costs of opening the new account.
Site Visit Fee:
$50 for any site visit requested or required to address a non-LCA issue, including investigation of internal plumbing issues. If called out after-hours or on a weekend to address a non-LCA issue, the site visit fee will be $150.
Service Termination / Restoration Charge:
Additional Site Visit Fees will be applied for the termination or restoration of service for nonpayment, or for noncompliance with LCA Rules & Regulations. Please see the Schedule of Water Rates & Charges for details.
Late Payment Charge:
A charge equal to 5% of the outstanding balance will be added to all bills not paid by the due date, and again if the bill remains unpaid for three more weeks.
Penalty for Delinquent Accounts:
A penalty equal to 1.5% of the outstanding balance will be added each month to all bills that remain unpaid more than one month past the due date.
